Hydrophis cyanocinctus est une espèce de serpents venimeux de la famille des élapidés. Ce reptile se rencontre dans les pays proches de l'océan Indien (Inde, Thaïlande, Golfe Persique, Iran…), au Japon, ainsi qu'en Asie (Chine, Corée, Viêt Nam…).
