Le Præsidium du Soviet suprême est, en théorie, la seconde autorité de l'État soviétique, élu par les membres du Soviet suprême. En pratique, il est le véritable organe exécutif, le Soviet suprême n'ayant qu'un rôle consultatif. Le président du Præsidium est le véritable chef d'État de l'Union.
