John Blake Rice (28 mai 1809 - 17 décembre 1874) était un acteur américain, producteur de théâtre, homme politique et maire de Chicago (Illinois, États-Unis) de 1865 à 1869 en tant que membre du Parti républicain.
Rice est né à Easton dans le Maryland et a fait ses débuts d'acteur à Annapolis en 1829. Son premier rôle professionnel était l'oncle Barnwell dans The London Merchant George Lillo's. Il a visité toute la côte Est du pays, ainsi que les Antilles. Pendant son séjour à Philadelphie, en Pennsylvanie, il se marie dans une famille de théâtre locale. En 1839, il a déménagé avec sa famille à Buffalo dans l'État de New York, où il dirigé un théâtre durant les étés.
Vers la fin de la guerre civile, Rice a couru à la mairie de Chicago en tant que républicain très conservateur. Aidé par la fin de la guerre et l'assassinat d'Abraham Lincoln juste avant l'élection, Rice a facilement remporté les élections municipales.
En tant que maire, Rice était anti-travail, et il a mis son veto à un plan d'exécution d'une journée de huit heures de travail. Ce veto a conduit à une manifestation spontanée, le 1er mai 1867, qui conduit à la célébration internationale du Premier Mai. Le conseil municipal a finalement passé outre à son veto.
