Secrétaire à la Guerre des États-Unis

Le Secrétaire à la Guerre (en anglais : United States Secretary of War) dirigeait le Département de la Guerre et faisait partie du cabinet du président des États-Unis. Ce fut l'un des premiers postes de Secrétaire (équivalent de ministre) créé dans l'administration américaine. Le premier à occuper ce poste fut Henry Knox, sous la présidence de George Washington, à partir du 12 septembre 1789. Le dernier à l'occuper fut Kenneth Claiborne Royall, sous la présidence de Harry S. Truman, jusqu'au 18 septembre 1947. Entre ses deux dates, il furent 56 à occuper ce poste[1]. La fonction fut ensuite rebaptisée Secretary of the Army et perdit son siège au cabinet du président, au profit du Secrétaire à la Défense auquel il fut dès lors subordonné.

Le Secrétaire d'État à la Guerre dirigeait le Département d'État à la Guerre, en charge des toutes les affaires militaires des États-Unis. En 1798, le poste de Secrétaire à la Marine fut adjoint au Cabinet, réduisant le périmètre de compétences du département à la Guerre. En 1947, les deux départements furent placés sous l'autorité du Secrétaire à la Défense. Le secrétaire à la Guerre fut remplacé par le Secrétaire à l'Armée et par le Secrétaire à la Force aérienne, qui ne siégeaient plus au Cabinet et étaient placés sous l'autorité du Secrétaire à la Défense.

Avant 1789, un poste similaire appelé Secretary at War ou Secretary of War fut créé pour servir la Congrès de la Confédération sous les Articles de la Confédération entre 1781 et 1789. Benjamin Lincoln puis Henry Knox occupèrent cette fonction. Quand George Washington devint le premier président des États-Unis, il confirma Knox dans la fonction.
