Les Turki Shahis forment un peuple turc bouddhiste qui régna au IIIe siècle au nord-ouest de l'Inde et à partir du IVe siècle jusqu'à la fin du IXe siècle sur l'actuel Afghanistan et Pakistan du nord.
Les shahis étaient les descendants des Kushans. Ils pratiquaient un bouddhisme qui était un mélange des écoles Hinayana et Mahayana (comme les Kushans et les Huns blancs) et ont été de grands mécènes notamment en protégeant les monastères. Pendant les VIIIe et IXe siècles les Turki shahis ont influencé les tibétains et ont été les alliés de ces derniers.
